Information about the relationship between these two: Diplomatic relations between both countries were established in 1890, in 2010 the 120th anniversary of the ties of friendship between the peoples of Russia and Mexico was grandly celebrated. Mexico has an embassy in Moscow and Russia has an embassy in Mexico City. Both countries are members of APEC. Mexico was the first country in the Americas to establish relations with the Union of Soviet Socialist Republics(USSR). Soviet politician and leader Leon Trotsky moved to Mexico from Norway during his exile. Mexican President Lázaro Cárdenas welcomed him warmly, arranging a special train to bring him to Mexico City from the port of Tampico. In Mexico, Trotsky at one point lived at the home of the painter Diego Rivera, and at another at that of Rivera's wife & fellow painter, Frida Kahlo with whom he had an affair. Due to its good relations with Russia, Mexico has often purchased military equipment from Russia. The Mexican Navy has received BTR-60's Ural-4320, Mi-17/8's, and anti-aircraft missiles SA-18 Grouse. Much of this equipment remains in service. Mexico was the first country of twentieth century to have a Revolution, who inspired the Soviet Revolution. In 1925, Mexico was the first country to make an ambassy in USSR. MEXICO AND RUSSIA INTERESTED IN STRENGTHENING THE BILATERAL RELATIONSHIP TO MARK THE START OF RUSSIAN PRESIDENT VLADIMIR PUTIN’S TERM The Foreign Ministry reports that President Felipe Calderón exchanged messages with Russian President Vladimir Putin after his recent election and inauguration as President of Russia. Both leaders reiterated the importance they attach to the bilateral relationship and their commitment to strengthening its various aspects. President Calderón wished President Putin every success during his term and invited him to participate in the upcoming G20 Summit that will be held in Los Cabos from June 18-19. The Mexican government also congratulates the new Russian government headed by Prime Minister Dmitri Medvedev and expresses its desire to continue working closely with Russia to strengthen bilateral cooperation in areas of mutual interest to the benefit of the Mexican and Russian people. Secretary of Tourism, Gloria Guevara Manzo, recently met with the director of the Federal Tourism Agency of Russia, Alexander Radkov. The two representatives agreed to work together on a cooperation program in order to enhance tourism in both Mexico and Russia. With the implementation of this tourism agreement, the two countries believe they will strengthen their relationship and will further encourage their citizens to travel to a country they may not have already explored. According to an article by Expreso, Radkov said that “Russia sees Mexico as a partner in tourism and we believe that Mexico has enormous potential. Mexico is a unique destination that offers multiple natural and cultural attractions. We understand that the migration facilities have contributed to the increase in Russian travelers to this Aztec country, however we are convinced that we should further increase our connectivity and promotion with one another.” This new tourism agreement between Mexico and Russia will include additional staff training, an exchange of statistical information, developing promotional plans, and participation in each country’s fairs and exhibits, all with the main purpose to enhance tourism between the two countries. THE FOREIGN MINISTRY HOLDS A SEMINAR ON OPPORTUNITIES IN THE MEXICO-RUSSIA RELATIONSHIP • Trade between the two countries has grown over 200 percent in the past two years. • Russia is now the third largest export market for Mexican meat products. The Directorate General of International Cooperation and Economic Development of the Mexican Agency for International Development (AMEXCID) organized a seminar on "Opportunities in the Mexico-Russia Relationship." The event was chaired by Mexico’s new ambassador in Russia, Ruben Beltran. Representatives from various Mexican companies interested in doing business with Russia, from the Mexican Business Council for Foreign Trade, Investment and Technology (COMCE) and ProMéxico attended. In the last three years, the economic relationship between Mexico and Russia has expanded significantly in the areas of tourism, trade and investment. Particularly, over the last two years, bilateral trade increased by 219 percent. Russian tourism to Mexico has increased from 27,000 in 2010 to 42,000 in 2011 and nearly 45,000 in the first half of 2012. This increase has been made possible in part by the establishment of several direct flights between the two countries. This dynamism can also be seen in exports such as food and beverages, pharmaceuticals and auto parts. As a result of these trends, Russia has become the third largest export market for Mexican meat. The private sector representatives at the seminar stressed the great potential of the two emerging economies, especially in strategic sectors such as the energy, automotive, food and high value-added industries. There was a fruitful exchange of experiences on best practices to drive business with Russia. This seminar arises from the instructions of President Enrique Peña Nieto that foreign policy must contribute to Mexico’s goals in the five strategic areas he has outlined, including promoting development through trade, reciprocal investment and cooperation with priority countries, as well as ensuring that Mexico acts with global responsibility. Seminars such as this one will serve the new Mexican ambassadors as guides for bilateral promotion and for helping the Mexican business sector to better penetrate the global market.
